
With over twenty years of experience, Katie has built a professional practice that focuses on environmental regulatory, energy, and sustainability issues through collaborative strategy and meaningful engagement among diverse and varied stakeholders.
Katie assists clients in the industrial sector with regulatory strategy, permitting, compliance and enforcement negotiations, external communication, and community engagement. In addition to industry, she works with associations, both in the capacity of an environmental strategy consultant and governmental affairs support. Known for her in-depth knowledge, strong advocacy, and clear communication, Katie is a trusted partner across sectors.
Katie has more than 15 years of direct state regulatory experience, beginning her career in the Air Division at the Alabama Department of Environmental Management. For more than a decade, she worked for the Georgia Environmental Protection Division (EPD) in the Air Protection Branch, in permitting, and then transitioned through promotion to manager of the Surface Mining Unit in the Land Protection Branch, overseeing more than 800 mines. She has advised clients on regulatory issues including NSPS, NESHAP, NSR/PSD, Air Toxics, Process and Stormwater NPDES, Georgia Surface Mining Act, and various state rule equivalents. Katie effectively advocates for clients in enforcement and compliance matters, consistently working to secure favorable outcomes. During her time at Georgia EPD, she developed and led a professional mentoring program that evolved into manager training. Over seven years, she built strong relationships with leaders across Georgia EPD and the Department of Natural Resources.
Combining this knowledge with almost five years working for McGuire Woods Consulting, as a VP of State Government Relations, before founding KBNC Strategies, where Katie has continued to provide clients with legislative and policy insight, connections, and representation before the Georgia General Assembly. Through clients and coalitions, she worked on favorable passage and bill language for fuel choice, electric vehicle, mining and ethylene oxide legislation.
Beyond her professional work, Katie has a long-standing commitment to public service. She spent eight years volunteering with the City of Hapeville’s Main Street Board of Directors, contributing to quality economic development, downtown revitalization, and programming. She later shifted her volunteering focus to the local elementary school. After serving on the School Governance Council for seven years, four as Chair, she was appointed to fill a vacancy representing District 3 on the Fulton County Board of Education. District 3 is the only noncongruent district; she serves parts of College Park, East Point, City of South Fulton, Hapeville, and Sandy Springs. As a Fulton County School Board member, she ensures sound fiscal management of a $1.2 billion budget providing for over 10,000 staff, leading over 87,000 students to reach their highest potential. In May 2024, she was re-elected to a four-year term. Katie is proud to additionally serve students in the Sandy Springs area as a member of the Board of Directors for the Sandy Springs Education Force.
Katie has a Bachelor of Science degree in Chemical Engineering from the University of Alabama. She is an avid reader and an enthusiastic crafter. She and her husband have one son and one daughter, attend Tri-Cities Church in East Point, and are long-time residents of Hapeville.
